William Hayes retired as the Deputy Special Agent in Charge from the Department of Homeland Security, Homeland Security Investigations (HSI) after more than 29 years of service.  In that capacity he was charged with overseeing the agency’s federal law enforcement responsibilities and criminal investigations in Michigan and Ohio.  In addition, he ensured agency preparedness and participation in emergency management activities and training.  Hayes was the responsible official for responding to and managing critical incidents and enforcement actions utilizing and leveraging both internal and external resources and contacts. This also entailed teaching material to staff and special agents.

Cale Bell is a police officer with six years of law enforcement experience, currently assigned to patrol and serving as a Community Relations Officer. His career focuses on proactive engagement, crisis response, and prevention-based safety strategies that strengthen trust while reducing risk.

Cale is a Crisis Intervention–trained officer and a member of the Western Wayne Crisis Negotiation Team, where he works collaboratively to de-escalate high-risk incidents and resolve critical situations safely.

For the past five years, he has also served as a TEAM officer in local schools, working closely with students in 2nd, 5th, and 6–8th grades to promote safety awareness, positive decision-making, and early intervention.

He holds multiple crime prevention certifications through the Law Enforcement Officers Regional Training Commission, recognized by MCOLES, including:

• Residential Crime Prevention
• Crime Prevention Initiatives for Businesses
• Crime Prevention Strategies for Educational Facilities
• Crime Prevention for Religious Institutions

Prior to entering law enforcement, Cale spent over 14 years as a licensed real estate professional, working with individuals and families from all walks of life. That experience strengthened his communication skills, situational awareness, and understanding of how people interact with physical spaces—insight he now applies to safety planning and vulnerability assessments.

Jason Blickensdorf is an active-duty law enforcement officer with over 18 years of service. Throughout his career, Jason has worked on the front lines of critical incidents, gaining first hand insight into the importance of preparation, training, and sound planning. Jason has seven years of SWAT experience and brings extensive instructional expertise to CrisisOps Consulting:

• Certified Defensive Tactics Instructor
• Certified De-escalation Instructor
• Certified Stop the Bleed Instructor

Before his law enforcement career, Jason was a collegiate athlete and was inducted into the Men’s Soccer Hall of Fame at Siena Heights University and received a Bachelors Degree in Criminal Justice.

Jason co-founded the company to bridge the gap between law enforcement expertise and civilian preparedness—helping organizations move beyond compliance to true readiness.
